Indeed, the evidences regarding the Church of Scientology withholding the final spans of the bridge and also failing to provide adequate transport to even get that far are clear:

The UNIVERSE CORPS are a carrot dangled to the struggling orgs that means the staff will be trained to OT levels right there in the org! And, if memory serves me well, the UC don't come free. The orgs all have to contribute to a set-aside fund to pay for them when they come. I don't have the data at hand, but it's either a massive stats level achievement SUSTAINED or to end up the size of Saint Hill as it was in the 1960s.

The OT LEVELS are supposedly extending from OT9 to OT23. That's a whopping 14 levels over OT8. The big picture for this stuff is supposed to be a release based upon the large scale performance of all the Orgs - probably after the UC have hit all the Class IV orgs.

HOWEVER, the whole setup has holes you could drive a truck through, and that, it appears are the holes in the incomplete "Bridge to Total Freedom". As it stands, the majority of Scientology staff are merely the rope-hauling slaves that are yet to even pass the first span of the bridge - and the privileged RICH few public are simply stepping on the heads of the slaves to get just 1/3rd of the way themselves.

So no-one yet has attained total freedom. Withheld for reasons we can imagine and with staff who vary between half-literate to OT8, the great Scientology bridge is floundering in a state of half-construction.

When you hear of 36 Million Dollars being spent to house texts, you can begin to imagine how much more benefit would be had for the people and the organization if it were put towards training to OT. With 13,000 staff, all of those could have been trained to at least OT3 if not, as evidence suggests as to the short delivery period for some levels, to OT8. Considering that SOLO NOTS auditing is self conducted at some higher levels, I can only conclude there is a general suppression of such attainment to *ALL* staff below a command level. It seems to be a flaw in the structure of the orgs that, like any business or enterprise, has an upper management level of say 20% of the staff whle the remaining 80% are just the workers.

"Just the workers" implies that you step up to higher positions as expansion happens or vacancies occur. So there will always be a pool of these lesser beings to push up when needed to fulfil a greater organizational need - with matching training.

With such a fully "able" organization, the expansion process would advance relentlessly. So we can rest assured that the criteria set by Hubbard in this larger scale of things will mean that Scientology is holding itself back. If it truly believed (and by "it" we really mean the controlling people) that its mission was accomplishable, the money would be channeled to literally create a force of people to really get Scientology spread around.

If they won't train them up to high standards and attainment and make the possibility of such a remote possibility, why should we believe that there is any other reason than MONEY to train up the general public Scientologist?

As it stands, it looks like the fort is being held down by a group of barely-able people and the upper level execs have their hands tied by Hubbard. The question for them is whether they see Hubbard as God, scared to move a letter out of place, or do they see this "Science" as being something bigger than Hubbard?

Scientology has blown many more millions of dollars in just the last five years pandering to public icons such as actors, singers and other celebrities. Why? Because the entire substance of Scientology is Public Opinion as a tool for more recruiting to feed the merciless bridge-building engine based on plans that have no foundations at the end.
