No, it's NOT open to anyone who's not been banned. The fact that you have banned so many sites and domains means that you are banning people who have probably never even *heard* of the cult of scientology. You're a demonstrably flagrant liar, and you've made numerous denigrating statements. Ban yourself.

Like anyone is going to humiliate themselves by writing a groveling note begging to be "let back into the fold"? Gag! Sorry, this isn't the Sea Org - we don't need to debase ourselves like that. Good luck getting anyone to beg to be unbanned. Be sure to post any such message in a.r.s.

Banning is rude, especially when you STOLE a channel that was not yours to begin with. (And it wasn't yours even though you paranoidly showed up in #clambake 7 hours early just to make sure you'd have ops.)

The ethical thing for you to do would be to send e-mail to every single Clarknet user, apologizing for banning them JUST because you don't like my criticism of your lying, unethical, and deceptive behavior in this matter. Of course, I doubt there's a single Clarknet user who'd be interested in spending more than 30 seconds with you in your bunker-like little channel.
