You may have just discovered the secret to destroying the Church <spit> of Scientology.

The basis of their organization is how the central organization can loot the assets of the local orgs and still maintain the fiction that the locals orgs are operating indepentantly. By doing this, the central orgainzation is shielded from the debts of the local orgs. If a local org gets in financial trouble, it simply goes chapter 7, all the assets are gone, the debtors get nothing, and they simply start a new local org.

The best example of this at work is the famous Wollersheim case. But, if you look at the history of local orgs appearing and disappearing and reappearing, its obvious that this is responsible for much or their profitability.
