the main reason it hasn't been done is that it's bloody hard to do a financial audit without the consent of the audited! the CoS is such a veritable hydra of interlocking corporations, organizations, and individuals, in many countries, that it's a gargantuan task to piece together all the interrelationships, cash flows, and power structures without access to the Church's own records. and the courts cannot get to those records because they can't find Miscavige.

most churches are not constructed like this. the catholic church is simply heirarchical, with each level reporting to the level above. despite its enormous size, any junior accountant could readily grasp the fiscal management policies and practices of the catholic church. the CoS, however, has so many interlocking entities, many of which are releated in unobvious ways, that even a top-flight financial manager would have to spend many hours putting it all together.
