I have a pre-1975 (1973 copyright, 1976 printing) copy and that isn't in it...
...but I thought that phrase came from
a Bulletin(of some sort)...
But I think I found out why Ingram hasn't turned him self in...

High crimes...
"16. Delivering up the person of a Scientologist without defense or
protest to the demands of civil or criminal law."
So...does that mean he can go willingly, as long as he protests? Or
can he only go volentarily...
(of course the Scientologists can't answer this question, because:
Misdemeanors...

But on the other hand, we aren't students, so maybe they can...
BTW, like how the above basically means people can't discuss the
tek... that might bring them to their senses, or wonder why there are
no efforts to make a "workable" system and make it better...
